Giving Design-build the Royal Treatment

Marc Bourgeois and Michael St. Martin founded Regal Construction LLC (Regal) in 2007 with a shared belief that quality contractors build relationships, not just buildings. Despite being a relatively young company, Regal has been able to gain significant momentum across commercial, industrial, utility and medical market sectors by emphasizing the importance of customer service and the efficiencies of design-build project delivery.

Bourgeois and St. Martin have over 35 years of combined industry experience, and the entire Regal team takes pride in giving every construction project the royal treatment. Regal operates from headquarters in LaPlace, La., with a team of 12 professionals who take on projects far beyond their combined resources with the help of a trusted network of subcontractors.

No matter where the project is located, Regal takes pride in assembling the perfect team of experienced professionals for every project. “Contractors will sometimes squeeze a project to its maximum profit level often at the expense of quality or customer service, but we see things very differently,” says Bourgeois, principal of Regal. “We approach every project as an opportunity that leads to another, even if we know it’ll be the last building that client ever builds.” In fact, one of Regal’s recent projects was the construction of a $1.3 million freestanding, state-of-the-art dental clinic for a doctor who had spent 25 years in the same office inside a shopping center.

The project was very clearly the client’s dream office and not something the client would likely be rebuilding in the near future. Regal took care to ensure the client’s total satisfaction and as a result landed a second contract for the client’s colleague.

A Partner in Construction

“We have found that many clients hold off on big capital investments because a project of that magnitude is just too daunting to handle alone,” says Bourgeois. “We pride ourselves on being the partner needed to get the job done.” To date, Regal has been able to stay out of the public-bid market because of its solid reputation for customer service and design-build capabilities.

Design-build is more commonplace nowadays, and the Regal team continues to prove why the streamlined project delivery method makes construction less stressful and even more cost-effective. “With design-build, the client still gets a competitive pricing on the project, but benefits from additional efficiencies since the contractor building the project can identify cost savings in the design stage well ahead of breaking ground,” adds Bourgeois.

In 2009 Regal leveraged its experience to shave off $1.2 million and weeks of construction from an already overdue project for Odyssey Aviation, now Landmark Aviation, at the New Orleans Lakefront Airport. The airport caters exclusively to private air traffic, and after spending several years working with out-of-state architects and engineering firms, Odyssey called on Regal to deliver a new fixed-base operator facility in time for a busy spring season.

The previous facility was destroyed by Hurricane Katrina, but Regal partnered with locally based Scairono-Martinez Architects to redesign, value engineer and build a new hangar, lobby, office, heavy duty tarmac and parking space to the tune of $3.7 million in just 41 weeks while the airport was in full operation.

In 2010 Regal took home the Associated Builders and Contractors (ABC) Gold Merit Award for Excellence in Construction for the project, as well as the Silver STEP Award for its comprehensive safety program.

No Challenge Too Big

Simultaneously, the Regal team was busy tackling the largest new construction component of a $500 million steam generator replacement effort at Entergy’s Waterford 3 Nuclear power plant.

The plant is one of the last plants in its class to replace the two steam generators and Regal coordinated closely with Entergy to construct a storage facility for the retired generators and reactor head. The $2.2 million Old Steam Generator Storage Facility (OSGSF) was designed to withstand Category 5 hurricane conditions, as well as potential catastrophic events like the breaching of the Mississippi River levee nearby. Construction took place in the midst of a fully operational nuclear power plant.

All Regal personnel and subcontracted craftsmen underwent site-specific and other rigorous training modules, which were closely tracked and monitored by Regal. Regal provided valuable cost estimating and constructability analysis during the design phase; this included recommending prestressed concrete piles in lieu of originally specified steel pipe piles. Aided in part by Regal’s input, the project value came in well under original Entergy cost estimates and was completed in just 37 weeks. Regal received a 2011 Excellence in Construction Silver Merit Award from ABC for the company’s performance on the OSGSF project.

As its region continues to rebuild following Hurricane Katrina, Regal is poised to become one of the most trusted names in construction regardless of the industry sector. The team has already proven itself up to tackling industrial, commercial and utility projects of all sizes, and as the company celebrates its five-year anniversary Bourgeois, St. Martin and the entire Regal Construction LLC team will take pride in always putting the customer first.
