Maywood II – NE Construction Ltd.
With completion projected for summer 2016, Maywood II is a four-story, 160-unit apartment complex located in downtown Oklahoma City. Built on top of a three-story, cast-in-place concrete parking garage, Maywood II will feature three elevators accessing all four stories of the complex. The development offers tenants one-, two- and three-bedroom units with amenities including two courtyards, a clubhouse, a fitness center and a restaurant on the east side of the building. The owner of the development is 4th Street Investors II LP, which turned to NE Construction Ltd. out of Lewisville, Texas, for general contracting services for Maywood II.
Zhiyar Noori, project manager for NE Construction, says that breaking ground for Maywood II presented several challenges. “We had to dig 38 feet down,” says Noori. “There were a lot of rock and groundwater issues.” The design of the below-grade garage included a permanent drain system surrounding the outside walls to continuously pump water in an effort to deal with the groundwater issues.
With construction for Maywood II beginning in December 2014, Noori and his team were set back by approximately one month because a discovered gas line needed to be relocated. In addition, the tough winter that Oklahoma City faced set the project back approximately 30 to 35 days. “We started the concrete work in May and it rained for practically the entire month,” recalls Noori. “We received approximately 2 to 3 feet of rain.”
Although the excavation issues have presented the only on-site obstacles, the location of Maywood II in downtown Oklahoma City presents a challenge as the site engulfs one city block and is surrounded by three busy streets. “We’ve been able to work with the city as far as closing the roads at certain times,” says Noori. “We’re also very conscious to be friendly with our neighbors.”
As a general contractor, NE Construction has provided management and coordination throughout the construction of Maywood II. Given these challenges, the company was fortunate to be able to turn to its solid network of subcontractors to complete the on-site work. Before signing any contracts, NE Construction reviews several criteria with each potential partner. “They have to have all the proper insurance in place and obviously be qualified to do the job,” says Noori. “We review the scope of work and make sure they are able to follow all safety practices.”
Once the subcontractors are awarded the job in their respective trades, NE Construction holds weekly meetings to discuss the scope of work as well as safety and Occupational Safety and Health Administration (OSHA) procedures. “We always have at least two supervisors in the field,” says Noori. “They monitor quality, safety and progress of the project.”

Noori has been in the construction industry for 15 years and with NE Construction for five. Before joining the company, Noori worked in the federal sector completing army reserve centers for the Army Corps of Engineers.
