Complete Property Services Inc. (CPS) has grown in just three decades from a specialized exterior painting outfit to become a diversified commercial construction company with 250 employees across two divisions, one devoted to commercial coatings and the other general contracting specializing in commercial interior renovations.

CPS is a family-owned and -operated company founded in 1984 by Richard Krueger, who remains CEO. Additional high-level executives, who between them hold well with over 50 years of combined experience, include Hank Gatti, president; Michael Krueger, vice president; and Matt Krueger, vice president of operations.

Along with a wealth of experience, CPS maintains the equipment and manpower to complete multiple jobs at multiple destinations and in multiple industries simultaneously. CPS is licensed to work in over half the continental U.S. and the Caribbean, has completed well over 1,500 projects to date, and is continually capturing new work and acquiring additional licenses. With three strategic locations – Oldsmar, Port Orange and Hollywood, Fla. – CPS has a strong foothold on the southern half of the U.S. and is steadily working its way north.

Well-managed Growth and Success

CPS has developed into the company it is today thanks to hard work during its initial foray into the repaint market. After establishing itself as an expert in exterior coatings, CPS expanded its offerings, growing into a deft general contractor focused on its commitment to excellence. Without diluting this pledge to comprehensive service and customer satisfaction, the company has maintained growth, even throughout the recent recession that proved to be devastating to many in the construction industry.

CPS is now split into two divisions, and across both CPS is especially known for its work in the renovation of large hotels, resorts, multifamily apartment complexes and condominiums. However, the company also completes work in several industries, performs insurance restorations, and is becoming a trusted government contractor. By maintaining a philosophy of flexible, proactive operations throughout the course of its working history, CPS has increased its overall skill set, and garnered a wider customer base.

At any given point in time, tens of clients rely on hundreds of CPS employees for the cohesive management of simultaneous projects. Weekly management meetings between all project managers and company executives ensure that all projects stay on budget and are delivered on time. Additionally, each and every project receives direct management by one of CPS’s three principal executive members. Hyatts, Hiltons and Historic Inns

As a general contractor, CPS has an impressive portfolio of past projects in major cities across the U.S. – in Atlanta, Boston, Scottsdale, San Diego and New Orleans to name a few. In its home state of Florida, the company is responsible for the completion of several big resort-style hotels, including the Ritz-Carlton in Amelia Island, the Hilton in St. Petersburg, the Hyatt Regency in Miami, the Harbor Beach Resort in Daytona Beach, and the Orlando World Marriott in Orlando.

One such project, which showcases the broad scope of work completed by CPS and its skills as a general contractor, is the rebirth of a historic hotel: the Don CeSar Beach Resort & Spa, located on 7.5 acres of beachfront property in Saint Pete Beach, Fla., on the Gulf of Mexico.

The Don CeSar was built in 1928 in the likeness of the Royal Hawaiian Hotel on Waikiki Beach, also known as the “Pink Palace,” sought out by well-heeled Roaring ’20s-era vacationers, and loved by Lou Gehrig, F. Scott Fitzgerald and Al Capone. When CPS was called to the job in 2000, however, the property was in bad shape and in dire need of structural upgrades.

As general contractor, CPS oversaw the complete gut of the building down to its concrete frame and the subsequent addition of state-of-the-art insulation and soundproofing measures. The company coordinated extensive mechanical, plumbing and electrical upgrades on the property’s infrastructure, including new coil units, controls, chilled water piping, and HVAC upgrades. CPS also installed 736 new custom windows, and all 277 guestrooms (including baths) were renovated, as well as corridors. Within the general contracting arm of the company, CPS self-performs space modification and reconfiguration, mechanical, electrical and plumbing; life safety; window and door assemblies; abatement and mold remediation; and complete finishes replacement.

Well-set for the Future

As with nearly all its projects, CPS utilized several longstanding relationships with trusted subcontractors for completion of the Don CeSar. Many of these specialized trades have worked with CPS for 10-plus years on average. A high volume of past business with subs means extensive experience working as a team, which further helps to strengthen continued success for CPS as a general contractor.

Meanwhile, in its commercial coatings division, CPS continues to seek out innovative products and to use the very best application methods, including carbon fiber repair, paint coatings, concrete repair, epoxy injection, expansion joint control systems, fluid applied waterproofing systems, historic and masonry restorations, hot membrane waterproofing systems, hotel brand conversion, post-tensioning system repairs, roofing systems, storefront replacement, stucco restoration, weatherproofing and surface sealants, window and sliding glass door replacement, and window glazing and components.

Across both divisions, CPS approaches every project with a teamwork mentality and a consistent/reliable project management system that strives for perfection, immediately addresses any concerns that may arise, and maintains strong customer service, a key tenet in its success. “You’re only as good as your last project and, that being said, we have many great clients who continue to come back to us, to do more work,” says Dennis Hudlett, the head of marketing and purchasing at CPS.
